Yes, publishers from all countries can join. However some countries cannot fill out the surveys because there are none available.

At this time, there are 3 surveys that are available to all countries. So yes, Nepal and Nigeria do have surveys available.

Not all countries have surveys at the moment. However you can still promote surveys to other countries.

Many out of country publishers make money through CPALead promoting to the US and UK. You already have the most valuable skills, speaking English and a motivation to succeed. To harness US/UK traffic, try youtube, facebook, or even yahoo answers. Your efforts will determine your earnings. CPALead will not limit you to any amount of earnings, as long as they are fine with the TOS. Facebook will not do for a website anymore. CPALead has been closely moderating accounts, and you will need a real website to get approved. A blogger blog will get you approved if there is good content.
